Annual Substance Quantity Management Service Introduction

This service provides a comparison and analysis function of the tonnage of substances registered, exempted, or pre-registered with the actual annual quantities of imported and manufactured substances to minimize the possibility of legal violations in accordance with the K-REACH.

Legal Obligations

With the implementation of the K-REACH in 2015, companies are now obligated not only to register substances but also to manage the manufacturing/import quantities of substances after registration is completed.

Designation of Overseas Manufacturers' Representatives
Unlike previous laws, the K-REACH allows the designation of a representative by the overseas manufacturer to handle the registration obligations of the importer.

It has become common practice for importers to request overseas manufacturers to register through their designated representative instead of registering themselves.

Overseas manufacturers often do not wish to disclose their product compositions or substance information to importers. To protect trade secrets, they proceed with the registration through their appointed representative and manage the quantities of multiple domestic importers by summing them up.

Although some import-manufacturing companies register substances themselves, many substances are now registered by third parties who supply raw materials or products.

In complex supply chains involving various companies, the distinction between seller and buyer becomes irrelevant, and the registration and quantity management obligations become complicated depending on who is the representative and sub-importer.

Since the implementation of the K-REACH, tens of thousands of substances have been registered, with an expectation of hundreds of thousands to be registered by 2030.

Companies that import and register various products and substances annually are investing significant resources and time in managing registered quantities and tonnages.

Product and Item Information

Even for chemical products composed of a single ingredient, they are often managed under different item codes and names depending on packaging units or countries of origin.
Pre-enter the sub-item list of the products your company manages. Ingredient information can be entered for each product, along with manufacturer, importer, and import performance details for each item.

Substance Quantity Calculation

By entering the quantities of imported or manufactured items, the system calculates the annual quantities of individual substances by combining linked product and ingredient information. Quantities are calculated separately for each importer, allowing individual analysis in cases of multiple importers.

Annual Substance Total Calculation and Ton Limit Comparison

Register importer information. If an overseas manufacturer has appointed a representative, you can add a list of importers registered under the representative's information. The system links the annual import quantities to registration information, compares registered ton limits with actual import quantities, and checks for legal compliance. If more than 1 ton is imported without registration or pre-declaration history, or if the registered ton limit is exceeded, a warning image is displayed.

Managing Multiple Overseas Manufacturers and Domestic Importers

Under the K-REACH, importers are obligated to register the substances they import. However, if an overseas manufacturer has appointed a representative in Korea, the manufacturer can handle the registration on behalf of the importer. If your company is both an importer and a representative for an overseas manufacturer, you need to manage not only your own imported quantities but also the quantities imported by other importers. This is a strategic decision for companies, and as the number of registered substances increases, managing them becomes more complex. This service allows the input of various registration information and manages quantities individually for each importer or collectively based on the representative.

Individual Registration by Importers

The system compares the quantities registered under the importer’s name and the ton limit with the quantities actually imported by the importer to analyze legal compliance.

Analysis for Appointed Representatives (OR)

When a representative is appointed by an overseas manufacturer, the system only analyzes the substances and quantities imported from the designated overseas manufacturer. The system compares the list of importers and quantities registered by the representative with the list of importers importing from the designated manufacturer to check for any missing importers. It also analyzes the performance of sub-importers and compares it to the tonnage limits registered by the representative.
